No public property price index is published for Thiès, as far as we can find: the price of a plot or a house is set case by case between seller and buyer. Three things drive that price: the property's legal status (whether it has a titre foncier, Senegal's registered land title), the area it sits in, and what is actually built or serviced on it. To get a reliable figure, compare listings for similar properties, then have a notary check the title before you negotiate. On top of the price come registration duties, announced as falling from 10% to 5% in March 2015 according to Seneweb (APA, 13 March 2015), plus the notary's fees.
The figures you see are asking prices, not sale prices. A listing shows what the seller hopes to get; the amount actually paid is settled after negotiation and is not published. We found no official series of transaction prices for the city of Thiès.
Treat any "price per m²" quoted by a middleman (démarcheur) or in an online group with caution. Without the title, a surveyed area and a comparison with similar properties, such a figure proves nothing. The most dependable method is comparison: same type of property, same legal status, same part of town.
In Senegal, land ownership is governed by Law No. 2011-07 of 30 March 2011. According to the official summary on vie-publique.sn, only the State may apply for registration (Article 4); registration is optional, but it is mandatory for the validity of agreements that create or transfer real rights (Article 5). The law keeps the principles that a land title is intangible and that no real right exists without registration (Articles 6 and 20).
In practice, two neighbouring plots of the same size do not carry the same security if one has a titre foncier in the seller's name and the other does not. The price should reflect that, and your first question to any seller is: which document do you hold, and in whose name?
If the seller holds a permis d'habiter (a residence permit on State land), Law No. 2011-06 of 30 March 2011 provides for the free conversion of residence permits and similar titles into land titles, with no prior formalities (Article 1), for State land used for housing in urban centres. Costs incurred by the State are repaid at the first sale after the conversion (Article 3). Ask how far the conversion has gone and who will bear that repayment.
A cheap plot may sit in a zone where procedures are frozen. According to Le Soleil (29 January 2025), a temporary suspension of State land and land title procedures was put in place in April 2024 in several zones of Dakar, Thiès, Mbour and Saint-Louis; the announced lifting is partial, and the development plan for the Nouvelle Ville de Thiès (New Thiès City) remains suspended. Ndarinfo (16 February 2026) reports that a decree dated 10 February took back land allocated to developers and businesses at Mbour 4, as part of the Nouvelle Ville de Thiès plan, with no compensation according to the article. Before committing to a subdivision, have the notary check that the zone is not affected.
With equal legal status, price depends on what you are really buying: an area surveyed and marked out by a géomètre (land surveyor) or simply declared, road access, water and power connections, the condition of the building. An unfinished house or a plot with no access road is negotiated differently from a home ready to live in. Note everything during the visit; our viewing checklist helps you miss nothing.
Each cost item is explained in our article on purchase costs, notary and registration (in French). Pay no deposit to an intermediary before these checks; common fraud patterns are described in our guide to avoiding property scams.
Listings published for the city are grouped on the Thiès property page. The amounts shown are asking prices set by advertisers: use them as comparison points, not as sale prices. Our Thiès property guide introduces the city, and our article on how to buy a house in Senegal walks through the purchase steps.
No reliable public source currently gives a market price for Thiès. The price depends mainly on legal status (a titre foncier in the seller's name or not), the area, the surveyed size and whether the plot is serviced. Compare several listings of plots with the same status in the same area, then have a notary check the title before discussing price.
According to the summary of Senegal's Law No. 2011-07 on vie-publique.sn, registration is mandatory for the validity of agreements that create or transfer real rights (Article 5). Property without a land title therefore does not sell with the same guarantees. Ask a notary which right you are actually buying and whether it can be transferred to you before you pay anything.
Registration duties and the notary's fees. In Senegal, the transfer duty on real estate was announced as falling from 10% to 5% in March 2015, according to Seneweb (APA, 13 March 2015). Have the notary confirm the rate in force on the day of sale and ask for a written quote listing each item, as fees and related costs vary from one file to another.
Yes. A listing shows the seller's asking price, not the final sale price. The margin depends on the property and the seller: an incomplete title, an unsurveyed area or work to be done are concrete arguments. Base your offer on comparables and on the results of the notary's and surveyor's checks.
