Renting or buying in Ouagadougou, Burkina Faso's capital, has its own rules. This page brings together the listings published on Imonga and the new-build projects listed in the city: housing estates, plot subdivisions and mixed-use projects, including in Ouaga 2000, Nioko 2, Pamnonghin and Silmiougou. Two laws cover most of what matters. For land, it is Law No. 034-2012/AN on agrarian and land reorganisation. For private residential leases, it is Law No. 103-2015/CNT. Below you will find the land documents to know (attestation d'attribution, permis urbain d'habiter, titre foncier), the checks to run before paying anything and the offices to deal with in Ouagadougou.

Renting in Ouagadougou: what the lease law says
Private residential lettings are governed by Law No. 103-2015/CNT on private residential leases, adopted on 22 December 2015. Its implementing decree, adopted on 8 June 2018, splits repair work between landlord and tenant and sets the rules for rent reviews. For rent calculation, Ouagadougou is in zone A, along with Bobo-Dioulasso. In May 2019 the housing minister admitted the law was still "finding its footing". To find out how it applies today, ask the housing ministry or a lawyer.
- A written lease is mandatory. It must then be certified at the commune and registered with the tax office (L'Economiste du Faso, 8 January 2016).
- The deposit is capped at two months' rent (Burkina24, 22 December 2015).
- Rent can be reviewed at most once every three years (L'Economiste du Faso).
- Repairs. Routine repairs are the tenant's job. Major repairs are the landlord's.
The law does not regulate démarcheurs, the informal agents who show properties. Before paying anyone, get a receipt and check that they are actually acting for the owner.
Buying a plot: the documents that matter
In Burkina Faso, land is governed by Law No. 034-2012/AN of 2 July 2012. The document the seller hands you determines what you actually own. The definitions below come from the Directorate General of Taxes (DGI).
| Document | What it gives you |
|---|---|
| Attestation d'attribution provisoire | Provisional proof of a right to a plot not yet built on, issued once all fees are paid |
| Permis urbain d'habiter (PUH) | A permanent right of use for housing, which can later be converted into a final transfer |
| Titre foncier | Full ownership: it records the final transfer of the land |
For land in Kadiogo province, you apply for a titre foncier at the Guichet unique du foncier (one-stop land office) in Ouagadougou. You must first qualify for a PUH (or another accepted title) and meet a minimum development threshold. For residential land, that threshold is 30 times the jouissance tax in force (DGI). Fees depend on the zone, so ask the office for a written breakdown.
Checks before you pay
- The extrait cadastral. It proves the plot exists. It is issued by the cadastre office, must be less than three months old and costs 5,000 FCFA in Ouagadougou (DGI).
- Development status. An empty plot can be taken back. In 2018, SONATUR warned owners of undeveloped plots in Ouaga 2000 that they risked losing them, and its director general said Burkinabè law allows 5 years to build on a residential plot (Burkina24, 6 September 2018). Ask when a vacant plot was first allocated.
- How the money moves. For its October 2025 sale of serviced plots in Silmiougou, SONATUR sold only through its online platform, used no intermediaries, took payment into its bank accounts and refused mobile money (Burkina24, 20 October 2025).
- The full file. Have it reviewed by a Burkinabè notary or lawyer before you pay anything. This matters most for diaspora buyers acting through a relative or a power of attorney.

FAQ: real estate in Ouagadougou
How much deposit can a landlord ask for in Ouagadougou?
Law No. 103-2015/CNT on private residential leases, adopted in December 2015, caps the deposit at two months' rent for lettings between private parties. It also requires a written lease. In 2019 the ministry admitted the law was still being rolled out gradually. If you have a dispute over a deposit, ask a lawyer or the housing ministry.
What is the difference between a PUH and a titre foncier?
According to Burkina Faso's tax directorate, the permis urbain d'habiter (PUH) is a permanent right of use for housing: you can occupy the plot, but the State has not yet transferred full ownership. The titre foncier records that final transfer and is the ownership title. A PUH can lead to a titre foncier once the plot has been developed to the required level.
Where do you apply for a titre foncier in Ouagadougou?
For land in Kadiogo province, you apply at the Guichet unique du foncier (one-stop land office) in Ouagadougou. The application goes to the minister in charge of state lands, in two copies, on official forms. You must first qualify for a PUH (or another accepted title) and meet the minimum development threshold. A notary can handle the file for you.
How do you buy a SONATUR plot?
In its October 2025 sale, which included the Silmiougou site, SONATUR sold only through its online platform, on a first-come, first-served basis. Payments went into its bank accounts, never by mobile money, and no intermediaries were involved. Be wary of anyone offering a SONATUR plot outside that channel, and check directly with SONATUR.
Can an undeveloped plot in Ouagadougou be taken back?
Yes. In Burkina Faso, a residential plot must be developed within a set period or it can be withdrawn. In 2018, SONATUR's director general said Burkinabè law allows five years for a residential plot and warned that undeveloped plots in Ouaga 2000 could be withdrawn. Before buying, ask when the plot was allocated and have a notary check the file.
