Diamniadio is a municipality in Senegal located about thirty kilometres from Dakar, transformed since the 2010s into an urban hub under the Plan Sénégal Émergent. The new city hosts administrative buildings, an industrial park, the Amadou-Mahtar-Mbow University and the Abdoulaye-Wade stadium. Connected by toll highway and the Train Express Régional since December 2021, its housing stock consists almost entirely of new developments. Buying or renting in Diamniadio requires checking land status, as plots fall under the national domain governed by Law n°64-46 of 17 June 1964.

Diamniadio, a planned urban hub
Diamniadio is both an autonomous municipality, established in 2002, and an inter-municipal urban pole designed under the Plan Sénégal Émergent. Its perimeter encompasses Diamniadio, Bargny, Bambilor, Sébikhotane and Rufisque-Est. The State has structured the territory into four functional clusters: an administrative centre hosting ministerial buildings, an international industrial zone (P2ID), a knowledge quarter around Amadou-Mahtar-Mbow University, and residential sectors. The Train Express Régional has linked Dakar to Diamniadio over 36 km since 27 December 2021. The station lies on the southern edge of the urban perimeter, so onward transport is needed to reach housing districts.
New-build supply and housing estates
The local property market relies almost entirely on new developments sold in batches. Developers listed on Imonga offer F2 to F4 apartments and detached villas. PLASMA IMMO markets Villa SALMA, AYANE F4, AFIA F3 and AMIRA F2, plus villas SABA, SARA and ALIA in Résidence Aicha. Teyliom Properties is developing Shiramba II and has already delivered the Kerria estate. Peacock Investments is building Cité des Fonctionnaires, initially for civil servants but now also open to middle-income buyers and the diaspora, as well as housing for Port Autonome de Dakar workers.
Most units are sold off-plan under VEFA contracts. Before signing a reservation agreement, demand the title deed for the overall plot, a payment schedule tied to actual construction milestones, and have the clauses reviewed by a notary.
Land law and regulation in Senegal
In Senegal, unregistered land falls under the national domain under Law n°64-46 of 17 June 1964. The State holds these lands and allocates them by administrative decision, especially in urban poles such as Diamniadio. Buyers must secure an individual title deed after subdivision of the master plot. For apartments, Law n°88-04 of 16 June 1988 governs condominium status; a condominium regulation must be drawn up before lots are marketed.
Never pay the full price before handover. Insist on a delivery report, check surfaces and finishes, and keep a written record of any reservations. If you doubt a title's validity, consult a notary or a lawyer registered with the Senegalese Bar.
Practical checks before renting or buying
Because the city is still under construction, some residential sectors lack local shops and secondary transport links. Visit the site to check road conditions, actual water and electricity supply, and public transport frequency. If you rent, Senegalese law governs the lease: demand a written contract stating rent, term, security deposit and termination conditions. For new developments, delivery delays and non-compliant finishes are the two main sources of dispute: include penalty clauses in the contract and record every defect in writing at handover.
