Real estate in Saly Portudal

Explore available properties

Saly Portudal, a commune in the Mbour department of Senegal's Thiès region, is not one single property market. Inside the beach resort, plots were occupied under sub-leases granted by SAPCO, and holders were asked to have their rights entered in the land register. Elsewhere in the commune, everything depends on the paper the seller shows you: a land title (titre foncier), a lease and a municipal allocation (délibération) do not carry the same weight. The seafront adds two more questions, coastal erosion and the public maritime domain. Before signing, check the title at the Mbour land office and complete the deed with a notary.

Two Salys: the resort and the commune

Saly Portudal is a commune in the Mbour department of the Thiès region (Sindia arrondissement). It had 41,811 inhabitants at the 2023 census, according to the commune's page on Vie-publique.sn. Within it, the beach resort is a separate perimeter: SAPCO runs waste collection at hotels and beaches there, and security alongside the police and gendarmerie, its managing director told the Senegalese press agency APS on 6 September 2026.

Outside the resort, road access matters. A written question tabled at the National Assembly on 23 January 2025 names Saly City, Diambougoum, Saly Résidence, Saly Joseph extension and Saly Carrefour as neighbourhoods without paved roads, hard to reach during the rainy season (hivernage). If you view a home or a plot there, ask the neighbours how they get around during the rains.

Inside the resort: SAPCO sub-leases and the land register

Inside the resort, the first thing to ask for is proof that the seller's right is entered in the land register (livre foncier). In a notice published on 26 February 2021, SAPCO asked holders of sub-leases on the resort's land (land title no. 638/MB) to go to the Mbour land office (Bureau des Domaines). They were to apply for the transfer of their occupation titles and their entry in the land register, with a clearance certificate (quitus) from SAPCO. The notice covered titles issued before SAPCO's own lease on that land was terminated, on 2 October 2012. After 30 June 2021, the company said it would go to court to have termination confirmed.

In practice, for any property inside the resort, ask the seller three questions:

  • Was the occupation title issued before or after SAPCO's lease was terminated?
  • Has the transfer been completed at the Mbour land office, and is the right entered in the land register?
  • Was the SAPCO clearance certificate obtained?

A notary checks the answers against documents. We do not know how many sub-leases have been regularised: only SAPCO and the land office can answer for a given plot.

Outside the resort: land title, lease or délibération

In Senegal, a right over land exists only once it is registered. Law no. 2011-07 of 30 March 2011 on the land ownership regime keeps the principle that no real right exists without registration (article 20). It makes registration of the land a condition for the validity of agreements that create or transfer real rights (article 5), and provides for consultation of the land registers (articles 77 to 79).

So the document you are shown changes everything. According to Au-Senegal.com's guide to property titles, the land title (titre foncier) is the most secure form of ownership and its sale goes through a notary. Under a long lease (bail emphytéotique), the land remains the property of the State and a transfer needs prior authorisation. A municipal délibération is not a title of ownership.

Land in Saly is contested even between institutions: Sud Quotidien reported on 22 December 2025 a dispute between the town hall and SAPCO over three hectares originally intended for a health centre. That is one more reason to pay no advance to a broker (démarcheur) before the title has been checked.

On the seafront: erosion and the public maritime domain

Saly's beach retreated until parts of it were gone, then it was rebuilt. The World Bank reported on 1 June 2023 that 19 groynes and breakwaters had been built to stabilise 7 km of beach, and that 325,000 m2 of beach had been restored. For a front-line property, look at where it sits in relation to these structures.

The shore belongs to the public domain, which law no. 76-66 of 2 July 1976 (Code du domaine de l'État) declares inalienable and imprescriptible. A dwelling built on the public maritime domain gives its occupant only a precarious title, which can be withdrawn on public-interest grounds, as Me Ousseynou Babou, a lawyer, wrote in a column dated 15 June 2020. Have a surveyor (géomètre) locate the plot and have the land office confirm its status before signing any preliminary sale agreement.

Renting in Saly

Residential leases in Saly follow national rules. Official Journal no. 7605 of 28 February 2023 published decree no. 2023-382 of 24 February 2023, which amends law no. 2014-03 of 22 January 2014 on rent reduction. According to Au-Senegal.com (1 March 2023), rents were cut by 20% when at or below 300,000 FCFA, by 10% from 300,000 to 500,000 FCFA and by 5% above that. The deposit (caution) can no longer exceed 2 months for rents under 500,000 FCFA. These measures apply to residential leases only.

For a holiday let or a short furnished stay, we found no text saying whether these caps apply: insist on a written contract that sets the rent, the deposit and the inventory of the premises.

Who to talk to

For a purchase, your contact is the notary, who searches the land register and gives you a written quote for the costs. We do not put a figure on them here, as we did not consult an official scale. If you are buying from abroad, send no money before the notary has confirmed the title in writing. For a dispute or a doubt over a sub-lease, consult a lawyer (avocat) in Senegal.

FAQ: real estate in Saly Portudal

What is the difference between buying inside the Saly beach resort and elsewhere in the commune?

Inside the resort, plots were occupied under sub-leases granted by SAPCO. Holders were asked to have their titles transferred and entered in the land register at the Mbour land office, with a clearance certificate from SAPCO. Outside the resort, the question is which document the seller holds: a land title, a lease or a municipal délibération. In both cases a notary checks before any payment.

Is a town hall délibération enough to buy a plot in Saly Portudal?

No. A municipal délibération grants a right to occupy land. It is not a title of ownership and gives fewer guarantees than a land title. Senegal's 2011 law on land ownership keeps the principle that a real right does not exist unless it is entered in the land register. Have a notary review the file before you pay anything.

Can I buy a beachfront property in Saly?

With caution. The shore belongs to the public domain, which Senegal's State domain code declares inalienable and imprescriptible. A building standing on it gives only a precarious title, which the administration can withdraw on public-interest grounds. Have a surveyor locate the plot, ask the Mbour land office to confirm its status, and look at where it sits in relation to the erosion-protection structures.

Do Senegal's rent reduction rules apply in Saly?

The 2023 rent measures are national and cover residential leases, so they apply in Saly too. They regulate the rent and cap the deposit for rents below a set threshold. For a holiday let or a short stay, we found no text that settles the question: have everything written into the contract, including the rent, the deposit and the inventory of the premises.

Who can check a title in Saly Portudal?

Start with a notary, who searches the land register (the 2011 law provides for its consultation) and drafts the deed. For the resort, the competent office is the Mbour land office (Bureau des Domaines), the one SAPCO pointed sub-lease holders to. For a sub-lease, also ask for the SAPCO clearance certificate. If there is a dispute, consult a lawyer in Senegal.
