Telfair

Telfair is the mixed-use city centre of Moka Smart City, located in the central inland of Mauritius. Developed by ENL Property, this urban hub blends offices, shops, restaurants, bars and residences within a pedestrian, green environment. The programme is delivered and remains under continuous development.

The district is structured around the Promenade, a wide tree-lined avenue that runs for approximately six kilometres through the heart of Moka. This landscaped axis connects neighbourhoods and forms a key part of the public realm. According to the developer, green spaces account for 35% of the city. In 2024, 13,000 endemic trees were planted, and there are currently 5.5 kilometres of pedestrian paths with a target of 18 kilometres. The layout follows a 15-minute city concept: residents can reach shops, services and workplaces on foot or by bicycle without relying systematically on a car.

In May 2025, Telfair was awarded LEED for Neighbourhood Development (ND) Plan v4 certification by the US Green Building Council. It is the first project in Africa to receive this distinction and only the 49th project worldwide. The certification recognises sustainable urban planning, mixed-use development, green mobility, ecosystem protection and resource efficiency at the precinct scale. Prodesign acted as LEED consultant and sustainability engineer to ENL Property during the process.

On the residential side, the district notably hosts Telfair Views Apartments. Described as the first residential block in Moka's city centre, the building contains 60 units: 8 one-bedroom apartments, 34 two-bedroom apartments, 12 2.5-bedroom apartments (two full-sized bedrooms plus a smaller one) and 6 three-bedroom apartments. It sits near the Promenade and Telfair Square. The units are sold off-plan under a Mauritian "vente en l'état futur d'achèvement" (VEFA) contract, and delivery is secured by a performance bond (Garantie Financière d'Achèvement, GFA) issued under Mauritian law by a banking institution.

The business and commercial offering in Telfair includes traditional offices and coworking spaces, showrooms and food and beverage outlets. The district is connected to the rest of the island by the Saint Pierre Bypass Road and Moka A7 Road. It has four access roads, including two motorways. At the scale of the smart city, Moka is home to 26 schools from nursery to tertiary level, 13 medical and paramedical facilities, a sport and wellness institute, and three shopping and leisure centres including Bagatelle Mall.

The district also neighbours Charles Telfair Campus, a higher-education hub that hosts the Charles Telfair Centre, a platform for debate and research in partnership with Curtin University. This campus is part of Moka's wider education ecosystem.

The ENL group is a Mauritian conglomerate listed on the stock exchange. Its origins trace back to 1821, when Martial Henri Noël acquired agricultural land in Moka.
