In Yamoussoukro, Côte d'Ivoire, urban land is fully yours only once it carries an arrêté de concession définitive (ACD): that is the document the Urban Planning and Urban Land Code names as conferring full ownership. For renters, the Construction and Housing Code caps the advance at two months' rent and the security deposit at two months' rent. We found no official source that publishes reference prices or rents for the city, so this guide gives none and tells you who to ask for today's figure.
Yamoussoukro: what the sources establish
The city has about 340,000 residents. According to National Statistics Institute figures reproduced by City Population (accessed 10 October 2026), the sub-prefecture of Yamoussoukro had 340,234 inhabitants at the census of 14 December 2021, up from 281,735 at the 2014 census. The whole autonomous district had 422,072 in 2021.
Its capital status is mostly legal. According to the Agence ivoirienne de presse (article of 29 July 2026, accessed 10 October 2026), the move rests on « la loi n° 83-242 du 21 mars 1983 portant transfert de la capitale », and a doctoral thesis defended on 28 July 2026 concludes that the project was abandoned in practice (« abandon de fait »). A seller who justifies a price by the imminent arrival of ministries is selling you a hypothesis, not a fact.
Many plots still have no title. According to Fraternité Matin (accessed 10 October 2026), the Minister of Construction, Housing and Urban Planning said in Yamoussoukro on 14 October 2021 that the city had 89 approved subdivisions covering about 70,000 plots, and that only 25% of those plots had been the subject of an ACD application. These figures date from 2021 and have not been updated in the sources we read. They tell you one useful thing: on the ground, you will often be offered plots without an ACD.
Buying land or a house: the ACD comes first
Ask for the ACD before you discuss price. Article 220 of the Urban Planning and Urban Land Code (Law No. 2020-624 of 14 August 2020), as reproduced by Loidici, reads: « La pleine propriété des terrains urbains immatriculés au nom de l'Etat est conférée par l'arrêté de concession définitive. » In plain terms, full ownership of urban land registered in the name of the State is conferred by the ACD. The government portal servicepublic.gouv.ci calls it « le seul et unique acte qui confère la propriété sur le domaine foncier urbain ».
Four points of the same code frame a purchase in Yamoussoukro:
- Who signs. The ACD is issued by the minister in charge of Construction and Urban Planning (Article 220). By delegation of the minister's powers, it may be issued by prefects (Article 221).
- On which land. Article 224: « L'arrêté de Concession définitive est délivré sur les lots issus d'un lotissement approuvé. » So ask the seller for the order approving the subdivision and for the plot number.
- Where it is recorded. The ACD is published in the Land Register, the Livre foncier (new Article 222, from Law No. 2024-351 of 6 June 2024).
- How it is resold. New Article 223: « La cession se fait par acte authentique. » The transfer is made by authentic deed, and a land ownership transfer certificate is then issued by the registrar of land ownership and mortgages.
Customary rights are not a title. Under Law No. 2024-351 of 6 June 2024 as reproduced by Loidici (Article 272), the existence of customary rights over a parcel does not amount to ownership. The same law provides that cancelling an order approving a subdivision « n'emporte pas annulation de l'arrêté de concession définitive ou du titre de propriété définitif obtenu de bonne foi ». The minister told the Senate, according to Fraternité Matin of 10 May 2024, that « au-delà de 4 mois, aucune contestation de l'Acd ne sera possible »; the text we read refers to « délais légaux » without a number, so have a notary confirm it.
The Code only covers urban land, defined as « l'ensemble des terres du domaine privé ou public de l'État couvert par les documents d'urbanisme » (Article 3). A village parcel around Yamoussoukro may fall under a different regime. Either way, have a notary or a lawyer check the title in the Land Register before you pay any deposit, and read our land checks to make before buying a plot and our guide to avoiding property scams.
Renting in Yamoussoukro: what the Code requires of the landlord
A residential lease is written, and moving in costs at most four months' rent before any agent's fee: two in advance, two as deposit. These rules come from Côte d'Ivoire's Construction and Housing Code (Law No. 2019-576 of 26 June 2019), whose articles are reproduced by BIIM and summarised by the official portal servicepublic.gouv.ci (pages accessed 10 October 2026):
| Topic | Rule | Article |
|---|---|---|
| Form | « Le contrat de bail à usage d'habitation est écrit. » It is registered with the tax administration. | 414 |
| Advance rent | The landlord may not require more than two months' rent in advance when the lease is signed. | 415 |
| Security deposit (caution) | It may not exceed two months' rent; it is refunded « dans un délai d'un mois à compter de la restitution des clés » (within one month of the keys being returned). | 416 |
| Rent review | Up or down, every three years, with at least three months' prior notice. | 423, 424 |
| Notice by the landlord | At least three months before taking the premises back. | 440, 442 |
| Tenant leaving | Three months' written notice, for a legitimate reason. | 442 |
| Eviction | Sought by the landlord before the urgent applications judge (juge des référés). | 445 |
Insist on a copy of the registered lease and a receipt for every sum you pay. In a dispute over the deposit or a notice, a lawyer or a bailiff (commissaire de justice) will tell you which court to go to. For the rest of the file, see our article on leases, deposits and notice.
Prices, fees and financing: who to ask for the figure
No price per square metre and no reference rent for Yamoussoukro appears in the official sources we consulted, and we hold no Imonga listing data for this city as of 10 October 2026. Unsourced figures are worthless as a basis for negotiation.
- Price of a plot or a house: compare several offers in the same subdivision, with the same title status. A plot with an ACD and a plot without one are not the same product.
- Registration duties and notary fees: ask the notary for a written quote before signing a preliminary sale agreement. The mechanism is described in our article on purchase costs, notary and registration.
- Cost and timing of an ACD: servicepublic.gouv.ci names the Guichet unique du foncier et de l'habitat as the competent office. In Yamoussoukro, ask the prefecture or the local offices of the ministry in charge of Construction where to file and at what fee.
- Mortgage: ask your bank for the rate and term in writing, with the title in hand.
To compare with other Ivorian cities, read our guides to real estate in Bouaké, real estate in Korhogo and apartments for rent in Abidjan. These rules are those of Côte d'Ivoire: they apply only to property located on Ivorian territory, and the ACD described in this guide is the one defined by Ivorian law.
Frequently asked questions
Which document proves ownership of urban land in Yamoussoukro?
The arrêté de concession définitive (ACD). Article 220 of Côte d'Ivoire's Urban Planning and Urban Land Code says it confers full ownership of urban land registered in the name of the State, and it is published in the Land Register. A village certificate or an allocation letter does not replace it. Have a notary check the title before you pay anything.
How much can a landlord ask for when you move in?
At most two months' rent in advance (Article 415) and a security deposit of no more than two months' rent (Article 416), under Côte d'Ivoire's Construction and Housing Code, accessed 10 October 2026. The deposit is refunded within one month of the keys being returned. If the landlord demands more, refuse in writing and consult a lawyer.
What are property prices in Yamoussoukro?
We found no official source that publishes a price per square metre or a reference rent for the city, and we have no Imonga listing data for Yamoussoukro as of 10 October 2026. Compare several offers in the same subdivision, ask for the plot number and the title status, then have a local professional value the property.
Is Yamoussoukro really the capital of Côte d'Ivoire?
In law, yes: the Agence ivoirienne de presse cites « la loi n° 83-242 du 21 mars 1983 portant transfert de la capitale ». In practice, the doctoral thesis it reports on 29 July 2026 concludes that the transfer was abandoned in practice (« abandon de fait »). Do not buy on the mere promise that institutions will arrive.
