About the project
Vision City Phase II continues the rollout of Rwanda's largest residential project, developed by Ultimate Developers Ltd (UDL) for the Rwanda Social Security Board (RSSB), within the 158-hectare Gacuriro masterplan in Kigali's Gasabo district. This second tranche plans around 1,497 homes and substantially broadens the mix versus Phase I, with single residences, executive residences, townhouses, villas, row houses and two- and three-bedroom apartments. It forms part of the overall target of 4,500 homes for roughly 22,000 residents, supported by green spaces, modern infrastructure and a planned Town Centre with shops, dining, banking and education services. Following a Phase I initially criticised for its upmarket positioning, the scheme saw price adjustments and mortgage financing arrangements to widen access to ownership, notably for eligible civil servants. In the preselling stage, Vision City Phase II confirms the ambition of UDL and the RSSB to build a planned, secure and sustainable residential district in northern Kigali, in one of the capital's most sought-after areas.
