About the project
Vision City Phase I is the first tranche of the largest residential project in Rwanda's history, developed by Ultimate Developers Ltd (UDL) and financed by the Rwanda Social Security Board (RSSB). The overall scheme covers 158 hectares in Gacuriro (Gasabo district), Kigali, and ultimately targets 4,500 homes for around 22,000 residents at an estimated total cost of US$150 million. Phase I, completed in July 2017, comprises 504 homes blending villas, townhouses and apartments, initially aimed at high-income buyers. The masterplan includes a Town Centre with shops, restaurants, banking and education services, plus green spaces and modern infrastructure. Launch prices placed the two-bedroom apartment at around RWF 108 million and the three-bedroom at about RWF 163 million. In September 2018, facing modest initial occupancy, prices were cut by up to 60% for eligible civil servants, with 20-year mortgages at 11% interest (for example a two-bedroom reduced to RWF 63 million). Vision City remains a benchmark residential address in Kigali, valued for its planned, secure setting.
