About the project

Saphira is a large-scale urban development master-planned by the Emirati group Emaar Properties, one of the world's largest developers, along the Atlantic corniche of Rabat. Born from a memorandum of understanding signed in the presence of King Mohammed VI on 29 March 2006, the project spans roughly 331 hectares and nearly 11 km of coastline, from the Oudayas and Bab Al Bahr to the municipality of Harhoura south of the capital. Valued at close to 30 billion dirhams of investment, Saphira was intended to combine residential zones, offices, retail, leisure and dining. The envisaged programme included three hotels, two 25-storey towers, a 50-storey business tower, a 250-bed hospital and a marina. Presented as a project set to transform Rabat and revive its corniche, Saphira illustrates Emaar's ambitions in Morocco. The scheme remained at the planned-project stage, marked by re-orientations and delays, though the group stated it did not intend to abandon its Moroccan projects.
