Real estate in Niamey

Explore available properties

Renting or buying in Niamey in 2026 means dealing with rules that changed this year. An April 2026 decree sets minimum and maximum rents for F2 and F3 social housing and requires landlords to declare leases to the commune. On the land side, the City launched a drive in May 2026 against serviced plots left empty in several neighbourhoods. Before you hand over a rent advance or pay for a plot, check the unit type, the neighbourhood and the deed of transfer (acte de cession) with the commune.

Renting in Niamey: the 2026 rent decree

Decree No. 2026-248/PRN of 22 April 2026 sets a minimum and a maximum rent for F2 and F3 social housing, depending on the zone and the standard of the unit. The Niger Press Agency (ANP) reports a range of 15 000 to 80 000 FCFA for these units. Le360 (3 June 2026) says a three-room flat in Niamey is capped at 80 000 FCFA a month.

According to Le Sahel (20 August 2026), the decree applies nationwide. The rates reflect building costs, average household income, the cost of living, service charges, standard and location. A National Rent Pricing Commission has been set up. The Minister of Urban Planning and Housing put Niamey's appointed city administrators (administrateurs délégués) at the front line of enforcement.

Landlords must declare the lease to the commune within three months. A false declaration or a missing one can lead to criminal penalties (Le360). The zone-by-zone scale has not been published in the press we reviewed. Ask your district town hall which cap applies to your unit.

Before you sign a lease

  • Insist on a written lease. Niger has had a rental code since Ordinance No. 96-016 of 18 April 1996. Yet a doctoral thesis from Abdou Moumouni University found that most leases were verbal and never declared (A. Adamou, 2012).
  • Have the unit type (F2, F3 or larger) and the neighbourhood written into the lease, since they decide which cap applies.
  • Get a receipt for every payment, including the rent advance and the deposit. The articles we read do not set an amount for either.
  • Do a dated move-in inspection (état des lieux), signed by both parties.

Buying land in Niamey: three checks

Is the plot empty and in a targeted neighbourhood?

City of Niamey order No. 0052/AD/VN/SG of 12 May 2026 targets serviced plots (water, power, sanitation, roads) that have been left empty. Owners have six months from 1 June 2026 to develop them. After that, the plots may be transferred to the City's estate from 1 January 2027 (Niger Diaspora, 25 May 2026). The neighbourhoods named include Plateau, Koira Kano, Lazaret, Yantala Haut, Yantala Bas, Dar Es Salam, Madina, Bobiel, Wadata and Cité Fayçal-Koweït. Plots along tarred or paved roads are also covered.

So buying an empty plot in these areas without the means to build soon is a risk. The order, as reported, does not define what counts as development. Ask the commune what it requires.

Is the deed of transfer genuine?

In April 2025, the criminal investigation police seized 2 308 fake deeds of transfer (actes de cession) from several subdivisions, plus 77 land titles. The case involved the fraudulent sale of plots and public spaces in Niamey and Karma (Le Sahel, 28 April 2025). Have the deed confirmed by the commune that issued it, check that the seller is the holder, and pay nothing until then.

Does the subdivision sit on State land?

In May 2026, residents of four subdivisions (MUTRAM, Alpha Jadi, Alpha Jadi extension, Kobantafa extension) were told to vacate 269.35 ha of land title 784 in the airport zone by 31 May 2026. An assessment was announced with a view to compensation (Le Sahel, 8 May 2026). Those affected had to check their deeds at Commune IV or at the rural commune of Liboré. Before buying in a recent subdivision, ask the land registry (service des domaines) whether it overlaps a State title.

For the sale deed and the transfer of title, work with a notary or a lawyer based in Niamey. This matters even more if you are buying from abroad.

FAQ: real estate in Niamey

Is the rent on my F3 flat in Niamey capped?

Decree No. 2026-248/PRN of 22 April 2026 sets a minimum and a maximum rent for F2 and F3 social housing. The amount varies by zone and standard, so your cap depends on your neighbourhood. Ask your district town hall for the scale and compare it with the rent written in your lease. If you and your landlord disagree, talk to a lawyer.

Does my landlord have to declare the lease to the town hall?

Yes. According to press reports on Niger's 2026 rent decree (No. 2026-248/PRN), landlords in Niger must declare the lease to the commune. A missing or false declaration can lead to criminal penalties. Ask for a written lease that states the unit type and the neighbourhood, then check with the commune that it has been declared. For your own situation, have these obligations confirmed by a lawyer or a notary based in Niger.

What happens to an undeveloped plot in Niamey?

City order No. 0052/AD/VN/SG of 12 May 2026 targets serviced plots left empty in several neighbourhoods, including Plateau, Koira Kano, Lazaret and Yantala, and along tarred or paved roads. Plots that are still undeveloped may be transferred to the City's estate from 1 January 2027. Check your plot's status with your commune.

How do I check a deed of transfer before buying land?

Take the deed to the commune that issued it and ask whether the plot is registered in the seller's name. Also ask the land registry (service des domaines) whether the subdivision overlaps a State land title. In 2025 the criminal police broke up a ring selling fake deeds in Niamey. Pay nothing before these checks, and have a notary draw up the sale.

Does the rent cap apply to villas?

The press articles we reviewed describe a Niger decree (No. 2026-248/PRN) that sets rents for F2 and F3 social housing. They give no cap for villas or larger flats in Niger. For those properties, in Niamey as elsewhere in Niger, the rent, the advance and the deposit are negotiated between landlord and tenant. Get everything in writing and ask your district town hall about the decree's exact scope.
