About the project
Cité de la Refondation is an affordable social-housing programme launched in Niger at Sorey, in the Liboré commune on the outskirts of Niamey. It stems from a partnership between the national urban-development company SONUCI and Groupe Banga Immobilier, which signed a memorandum for 5,000 affordable homes. The first phase, started on 1 October 2024, provides 1,000 homes split into 300 two-room, 400 three-room and 300 four-room units, intended for Nigerien workers and modest-income households. The project addresses the housing shortage around Niamey with cost-controlled homes. In April 2026, during a visit by the Minister of Urban Planning and Housing, the first 400 homes were about 84% complete, with delivery of that tranche reported as imminent. The scheme is part of Niger's social-housing policy alongside other SONUCI-backed operations.
