There is no public price index for Accra real estate. The cost of a listing depends on land title, location, build quality and credit conditions. Here is how the residential market in Ghana’s capital works, and what to check before you commit.
The Ghana Statistical Service 2021 Population and Housing Census shows that Greater Accra has one of the highest vacancy rates in the country at 14.6%, behind only Western North (16.3%) and Volta (14.8%). At the same time, 47.6% of households in Greater Accra are renters, while 36.4% are owners. This makes the capital the region with the highest share of tenants in Ghana.
The housing stock grew quickly: residential structures rose by 72.8% between 2010 and 2021. Yet CAHF estimates a national deficit of about 2 million units, with annual demand of 70 000 to 133 000 homes. Only a third of that need is met. No public body publishes a monthly median price for Accra, so online listings remain the most transparent source for current market rates.
The asking price is only part of the total cost. Three factors shape the final amount.
The Constitution of the Republic of Ghana prohibits creating a freehold interest in land in favour of a person who is not a citizen (Article 266(1)). Any agreement that attempts to do so is void (Article 266(2)). The Land Act, 2020 (Act 1036) upholds these restrictions. According to the Ghana Integrity Initiative guide, Section 50(11) of the Act regulates the ability of non-citizen juristic persons to hold a land interest exceeding 50 years. This legal framework can affect the pricing of properties marketed to foreign investors and the diaspora.
Transferring property involves registration fees at the Lands Commission and stamp duty at the Ghana Revenue Authority. The Stamp Duty Act, 2005 (Act 689) sets an ad valorem rate of 0.25% to 1% of the instrument value. The Lands Commission charges a capital valuation fee of 0.25% on values above GH₵300 000. Survey and plan approval fees vary by plot size: for example, approval for a plot up to 0.10 hectares costs GH₵30, while a parcel above 1 000 hectares can cost up to GH₵3 570. These charges sit on top of the sale price.
Interest rates reduce purchasing power and influence market pricing. CAHF reports that commercial lending rates averaged 31.10% in June 2024. Cedi-denominated mortgages from banks ranged from 29.35% to 37.35% in July 2024. Only dollar-denominated loans showed lower rates, at 13.5% to 14.5%. This expensive financing leads many sellers to prefer cash payment or foreign-currency transactions.
Accra is not immune to land disputes and double sales. Before any payment, carry out the following checks.
Checking the registered title confirms that the seller has the legal right to dispose of the property. An approved site plan ensures the plot matches its description and boundaries. Written consents protect the buyer when the land is held under customary or state tenure. Benchmarking the price against comparable listings in the same area helps spot abnormally low offers that often conceal fraud.

No. The Constitution bars non-citizens from holding freehold land (Article 266). The Land Act, 2020 (Act 1036) maintains this rule. In addition, the Ghana Integrity Initiative notes that Section 50(11) of the Act regulates the ability of non-citizen juristic persons to hold a land interest exceeding 50 years. You should seek advice from a Ghanaian lawyer or notary public before proceeding.
