The Urban Rehabilitation and Social Housing Agency (ARULoS) is a Djiboutian public agency responsible for developing social housing. It conducts studies, builds and rehabilitates housing using national or international financing. ARULoS manages the Zero Slum Programme, land regularisation through Voluntary Transfer, offers material loans for self‑construction, and supports housing cooperatives.
